Stop Persecuting Homeschoolers in Romania!
Romanian Government is Persecuting Homeschoolers They Need our help!
In the face of growing numbers of homeschooling the General Director of the Romanian Ministry of Education has ordered Romanian School Authorities to report every homeschooling family to child protective services. (Link to Official Romanian Document). This is wrong and the global homeschooling community needs to stand up for our fellow homeschoolers in Romania!
While there is no explicit homeschool law in Romania thousands of families have registered with US-based umbrella schools to comply with Romania’s compulsory school law which allows for students to enroll in international schools. This has been going on for decades.
Apparently, the growing number of parents seeking homeschooling is rattling authorities in this formerly communist country where this authoritarian mentality, according to our friends on the ground, persists.
Romanian authorities are telling Romanian homeschoolers that homeschooling and umbrella schools are not recognized in the USA. That is why we need your help!
Homeschooling has been recognized in the United States for decades. Homeschooling continues to be a vibrant and growing movement in many other countries around the world. Millions of parents have sought refuge in their homes from the difficulties of the pandemic and Romanian must not be allowed to persecute parents who have a right to decide what is in the best interests of their children.
Much research has shown that homeschooling is a global movement that demonstrates excellent academic, social, emotional, and civic outcomes for children. Home education was already the fastest growing form of education in the world before the pandemic and has grown in some countries by as much as two times since the beginning of 2020. Scores of nations have large and growing homeschool communities that contribute to a robust, diverse, pluralistic, and quality educational framework. Homeschooling allows children and families freedom, flexibility and opportunity to excel.
Romania has signed and ratified numerous international human rights agreements and declarations that protect the rights of families to choose home education. These include The Universal Declaration of Human Rights; the International Covenant on Economic, Social and Cultural Rights (1966); International Covenant on Civil and Political Rights (1966) and the United Nations Convention on the Rights of the Child.
Article 26.3 of the Universal Declaration on Human Rights states that parents have the “prior right” to decide what kind of education shall be given to their children. Article 14.3 of the EU Charter of Fundamental Rights states that “the right of parents to ensure the education and teaching of their children in conformity with their religious, philosophical and pedagogical convictions shall be respected”.
A report by United Nation’s Special Rapporteur on the Right to Education Mr. Vernor Muñoz Villalobos confirms home education is part of those rights protected by the covenants:
Homeschooling represents valid options that could be developed in certain circumstances, bearing in mind that parents have the right to choose the appropriate type of education for their children, as stipulated in article 13 of the International Covenant on Economic, Social and Cultural Rights. The promotion and development of a system of public, government-funded education should not entail the suppression of forms of education that do not require attendance at a school.
